    OEC delivers 41st health center in public-private partnership with Saúde BH concessionaire

    The Belo Horizonte City Hall delivered to the population the new Santa Amelia Health Center. The 41st health center delivered is the result of a Public Private Partnership between the Municipal Government of Belo Horizonte and the concessionaire Saúde BH, with the OEC as the executor of the works.

    The original contract called for 40 units and they were delivered by October 2022, with each post delivered, on average, every 15 days. OEC’s Engineering and Construction excellence was not only able to meet the deadline, but finished all the work eight months ahead of schedule. The fast pace of deliveries is possible thanks to the centralization of several units in a single contract, which generates gains in scale, and to the choice of the Light Steel Frame construction method, a technology whose main characteristic is the easy execution of the installation, with closing by plasterboard walls and/or cementitious plates.

    In April 2022, An addendum was incorporated into the agreement between the OEC, the Concessionaire Saúde BH, and the Municipality of Belo Horizonte, and 10 more Health Centers will be built in the city. In total, the initiative will benefit more than one million people. The most recent health center delivered is in the Santa Branca neighborhood, and serves the population of the Santa Branca, Santa Amélia, Santa Mônica, Itapoã, and Jardim Atlântico neighborhoods. Each unit has the capacity to perform, on average, about 5 thousand monthly consultations with users in the region.

    Model and structure

    The Health Centers have a reception, administrative areas, offices for the Family Health Teams, a pharmacy, waiting, collection, and vaccine rooms, dental offices, observation, dressing, and hygiene rooms. The project also includes the implementation of a multipurpose room, a pantry, a living room, changing rooms, toilets, and spaces for community agents and epidemic control. Cleaning and conservation services, building maintenance, security, clinical engineering (supply and maintenance of furniture and equipment), and utilities management are the responsibility of the private partner – Saúde BH concessionaire, which is dedicated to all the services that are not part of the core business of the hospital activity. On the other hand, the services related to medical care (assistance) remain under the responsibility of the public partner – Belo Horizonte’s Municipal Health Secretariat.

    This model brings more comfort to the public manager insofar as it guarantees the effectiveness of the provision of essential services to the population. The manager can focus on taking care of the quality of medical care to better serve people, while the private partner takes care of the management and maintenance of the infrastructure of the units, an activity in which it is inspected by an independent verifier, evaluated and paid on a monthly basis as long as it reaches goals previously established through performance indicators. This increases transparency before the control organs.

    At the end of the concession period, the physical structures and equipment acquired all become part of the public patrimony, and are returned in a fully preserved state to the grantor.

    OEC wins contract to build Water Treatment Plant in Xerém

    The structure will count on ultrafiltration technology and low operational costs

    On February 27, the government of the State of Rio de Janeiro signed a contract and issued the service order for the construction of the Water Treatment Plant in Xerém, in Baixada Fluminense. OEC – Engineering and Construction will be responsible for the construction of the project, from the earthmoving and drainage stages, to reinforced concrete structures, pump houses, electric power substation, administrative and laboratory buildings, as well as performing the local urban planning project.

    In a consortium with Enfil Controle Ambiental, OEC will implement the ultrafiltration technology in the WTP Xerém. The process guarantees a superior quality of treated water compared to conventional water, with less use of chemicals. In addition, a more compact and modular system can easily adapt to variations in quality and quantity of water to be treated. Another advantage is the low operational cost due to process automation.

    Cedae’s (Rio de Janeiro State Company of Water and Sewage) investment will improve the water supply for the 3rd and 4th Districts of Duque de Caxias and should generate 360 direct jobs and 1,440 indirect jobs at the peak of production. The deadline for the execution of the work is 24 months, plus 12 months in assisted operation. The work budget was R$207 million.

    Novo Marapicú – Last January, the Rio de Janeiro state government signed a contract for another bidding won by OEC – Engenharia e Construção in the region. The Novo Marapicú reservoir will have a storage capacity of 55,000 cubic meters and will benefit more than 3 million people in the municipalities of Nova Iguaçu, Duque de Caxias, São João de Meriti, Nilópolis and Belford Roxo, and in the capital, Rio de Janeiro.
