OEC delivers the 50th Health Center for the Public-Private Partnership of BH

Belo Horizonte received the 50th Health Center planned by the Public-Private Partnership formed between SPE Saúde BH and the Municipality of Belo Horizonte. It is the CS Conjunto Santa Maria, located in the São Bento neighborhood. OEC was contracted by SPE to carry out the construction of this public health facility, which will now be maintained by the concessionaire.
The Health Centers have a reception, administrative areas, offices for the Family Health teams, pharmacy, waiting rooms, collection and vaccination, dental offices, observation rooms, dressing and hygiene rooms. The project also includes the implementation of a multipurpose room, pantry, living room, changing rooms, toilets, spaces for community agents, and epidemic control. Each unit has the capacity to perform, on average, about 5,000 monthly services to users in the region.
Cleaning and conservation services, building maintenance, property security, clinical engineering (supply and maintenance of furniture and equipment), and utilities management are the responsibility of the private partner – the concessionaire SPE Saúde BH, which is dedicated to all services that are not part of the core business of hospital activity. Meanwhile, medical care (assistance) services remain under the responsibility of the public partner – the Municipal Health Department of Belo Horizonte.
This model brings more comfort to the public manager as it ensures the effectiveness of the provision of essential services to the population. The manager can focus on taking care of the quality of medical care to better serve people, while the private partner takes care of the management and maintenance of the infrastructure of the units, an activity that is monitored by an independent verifier, evaluated, and paid monthly as long as it meets previously established goals through performance indicators. This increases transparency before control bodies.
The constructions are made with Light Steel Frame, a technology whose main characteristic is easy installation with closure by plasterboard walls and/or cementitious boards, reducing the construction period, which is more sustainable from an environmental point of view, while maintaining high quality. At the end of the concession period, the physical structures and equipment all become part of the public patrimony, being returned in full state of conservation to the granting power.

The project of the Health Centers of this Public-Private Partnership won the Health Care category in the most recent edition of the Global Best Projects award, promoted by the specialized North American magazine ENR.
