Barra do Dande Ocean Terminal advances as a strategic infrastructure for Angola’s energy supply

On January 30, 2026, a multidisciplinary delegation led by the Secretary of State for Petroleum and Gas, José Barroso, carried out a visit to the Barra do Dande Ocean Terminal (TOBD). The delegation included members of the Board of Directors of Sonangol EP, among them the Chairman of the Board, Sebastião Gaspar Martins, Executive Directors Jorge Vinhas and Belarmino Chitanguieleca, as well as the representative of the Petroleum Derivatives Regulatory Institute (IRDP), António Feijó. The visit was conducted by the Chairman of the Executive Committee of Sonangol Distribution and Commercialization, Eng. Mauro Graça, and confirmed the full operational capability of the infrastructure.
Following its official inauguration in February 2025, the TOBD successfully completed the most complex phases of the EPCC project, including commissioning, licensing, and intensive training of the teams responsible for operations. The terminal is now fully serving Sonangol Distribution and Commercialization and the country.
The visit, predominantly technical in nature, toured the various units that make up the terminal, allowing verification of the high level of excellence of the entire infrastructure. This included Unit 700, where products are received and shipped by sea, the truck?loading systems, the extensive pipeline network, and the control room equipped with automated management systems supported by a state?of?the?art TMS.
The TOBD currently receives, moves internally, and distributes products across the entire national territory, contributing to the strengthening of a more robust and efficient national logistics system capable of meeting market demands with high quality standards.
International certification is the next strategic milestone for the Barra do Dande Ocean Terminal. This goal seeks to achieve a level of operational maturity that will allow the provision of services to external entities, positioning the terminal as a benchmark infrastructure for the storage and export of products to neighboring regions.
It is worth noting that, during the project phase, the Barra do Dande Ocean Terminal was under the direct supervision of Executive Director Jorge Vinhas. With the project completed and the start of the operational phase, the terminal now officially integrates the portfolio of assets of Sonangol Distribution and Commercialization and is, from this point forward, under the indirect supervision of Executive Director Belarmino Chitanguieleca.
The Barra do Dande Ocean Terminal carried out its first diesel loading operation, marking the official start of its activities. Present were the Secretary of State for Petroleum and Gas, members of the Board of Directors, and Sonangol Executive Directors, who accompanied each stage of the operation and highlighted the professionalism and dedication of the teams involved. This milestone reinforces TOBD’s role as a new strategic infrastructure for Angola’s energy supply.
